Filmed in Ukraine? The GAZ ambulance looks to have Ukrainian script, and the emblem on the side is yellow and blue.

Having researched Ukrainian series this morning, I have to say it's incredible for how long they never made action movies about their own country. At least concerning the detective series, from the early 2000s to 2015, 99% of the productions are cheap action flicks with Russian license plates and all. Finding a genuine Ukrainian-language series from this time is even harder. I guess the post-Soviet austerity, slow decommunization and Yanukovych period were bad influences at the time?

Nowadays it's different - the companies make UA-set and language series with pleasure and in grand fashion.

I get the impression that the domestic market didn't bring in enough money to be profitable. On top of that, wages in Ukraine were lower than in Russia so Ukraine worked as a cheap stand-in for Russia (rather like how American shows like The X-Files were filmed in Canada). And there was a much stronger sense of kinship with Russia, as well as a "cultural cringe" -- people looked to Moscow for the latest trends, and Kyiv was still thought of as provincial.
