 Çagaly öý bazar (199?/200?) - late 90's-early 00's Tukmenian film.
I tried to find a date of production, but there were no some useful results at all - I couldn't find a date.

But it's a rare thing. I tried to find other early-independent-Turkmen films, but it was only the one I could find.

 The way the camera focuses on a poster of Saparmurat Niyazov before zipping to the restaurant where the characters eat about a block away should tell you a thing or two about the personality cult in Turkmenistan at the time. :)

 The earliest this can be is 2000 as the "Saglyk yoly" (health path) shown in the film was opened January 2, 2000:

There's also a poster that reads: "XXI asyr - türkmeni altyn asyry" which apparently means "The 21st century - golden age of the Turkmens." and the Monument of Neutrality which was opened in 1998 (you thought Kim had an impressive statue? He's got nothing on this bad boy!)
