But it's a separate movie, not one of the episodes. Go down to film on the Wikipedia page:

Toei Manga Matsuri is a compilation of Toei-related movies released together in movie theaters every year. Wouldn't that make this simply a movie, rather than "made for tv" as they aren't meant for straight-to-TV?
