Only in XP (and possibly Vista & 7 Home Editions) In NT/2000 and professional versions of XP/Vista/7 it is rather used to bring the screen allowing to lock workstation, switch user, sign out or open task manager (and it seems that in Windows 8.1 they also brought that behaviour to the "home" version).
