Looks more to me like a super-anachronistic TV movie about that real life incident where a couple of stupid 20-somethings in California tried to do the same thing in the 1970's.

 This is a fictionalized account of an incident in November, 1995 when a man deeply in debt to the IRS hijacked a school bus and threatened to blow it up. Much of the chase was broadcast live on television in Miami.
