I think it´s a Hong Kong production, but mostly set in Buenos Aires.

 It's Happy Together here in the UK. I'd never heard of it as Buenos Aires Affair.

It was same here in Sweden, "Happy Together" when it went up on cinemas, and on the DVD-cover as well.
