 I found it on YouTube :) and I think it was filmed in Peru. The cars have Peruvian number plates, the locations look like South America and the extras look South American. I've no idea where galloper got Dagestan from (and it's only a republic within Russia anyway).

P.S. Roger Corman has made films in the former USSR (example), so perhaps someone got it confused with another Corman production.

 All of the car action in this movie is stock footage from the 1987 movie "Hour of the Assassin". It was filmed in Peru.
