 Can be - I didn't notice in what year exactly it was, anyway somwhere at the turn of the 70s and 80s IMO.

 Not necessary random, I doubt they would let the actor to walk down the street full of random traffic - anyway most of the mentioned cars (4/6) have been (re)moved.
