 Was this movie completely filmed in Romania? The Western background-cars (the Autobahn-scenes) seems to have original West German plates (for example the Golf II), and the MAN-truck ist also original. But the reflector-posts are looking West German, too, so maybe some scene were made there...
If it was all from Romania, they took original tourist's cars really carefully, as there are no COMECON-cars between them. In Romania there were are always more tourists from the DDR than from Western Germany.

I think some background autobahn scenes may have been filmed there as the action is supposed be happening there (Hamburg).

 This makes me ruminating about the original location... Around Hamburg is not wrong, as the vegetation with the birch-trees is very typical especially for the landscape South of the town. But for an Autobahn the crash barriers along the side are missing. Otherwise the A7 South of Hamburg was the only six-lane-Autobahn (see the pics of the Golf II and the Mercedes 190) in Northern Germany back in the 80ies...
The Golf II could have a WOB-plate (for Wolfsburg). It's for sure not the Autobahn A2 nearby Wolfsburg, as this was, until the late 90ies still a left over, small two-laned "Reichsautobahn"-part from the 30ies, made with concrete-slabs - and with funny classic, but life-threatening exits, made with cobblestones...
