In a simple three light bulb configuration, they use the bottom red for one direction and green for the other direction. That goes same with the top with opposing color lens for green on one direction and red for other direction as well. :)

Here is an example shown in Gallery of Lights at Darley C-811 3 bulb signal.

 Thanks rjluna2, I never knew there was a time when position of each light wasn't important. I thought from the begining of the traffic signals it was the same as today.
