 I've honestly no idea. I don't think a country was specified in this movie (though I don't know czech, so I can't say this for a fact). In the beginning there was written something like "all the characters and their stories you see in this movie are fictional, yet you can meet them anywhere in Europe". Most of the signs/nameplates in the movie were written in czech as well.
