 The number plate on the Cadillac looks Romanian, so perhaps the film was shot there. According to the description on KinoPoisk, which I ran through Google Translate, it's set in Greece.

 More specifically, the Black Sea Coast and central Bucharest. The only scene which doesn't look Romanian is the "Mexican"-looking one.
