 P plate means private vehicle in Antigua. Nothing found about dating the number - 3819. Independent since 1981, but I'd guess UK branding and spec. Seems to be 1989+ facelift tailgate (large tail lights, twin plate lights on flat panel) compared to 1984+ previous.
