This registration number was given in August 2009, in France. But the plate is indeed a pre-2009 model, which is usually not used with a SIV registration. But for the record, the mandatory parts that lack here, in the right part of the plate, were sometimes "forgotten" on purpose by some people in the beginning of the SIV to protest against the absurdity of the system: a department and its related region is mandatory, but one can choose any of the 101 French departments, including overseas ones...
