It's a Hindustan Landmaster for sure. If the driver switches all those lights on at the same time, the engine stops. It has the flat bonnet of the Oxford Series II, not the fluted design of the Series III which became the Ambassador. The grille has been changed for a later one with a Mercédès emblem added. http://pics.imcdb.org/8762/vlcsnap-2017-01-04-10h22m23s131.jpg Ambassador to show different bonnet.
