I doubt it, I don't recall black on yellow being used. Dealer Z-plates were red on white, and now green for extra clarity, as they were being abused (used for normal traffic). |

Belgian dealer plates (or were they called "test drive plates" ?) used to be yellow until 1990. The ones I remember from the 1980s began with ZZ*-000. |

ZZ is a test drive plate, Z is a dealer plate. This must be even before that. A magistrate plate was another possibility, this movie is about Guy Jespers, but that should start with A*. |
