Ford F-650,it's a Telephone Company "Cherry Picker"(boom & bucket truck)used in repairing overhead lines on poles,etc.(Pic is blurry,but it looks like 2000-newer.Current model at this time)

Could be an F-750 Super Duty. These were built in Mexico from 2000-2015.
