Yes Gamer. This seems to be the case for imported vehicles that weren’t sold in that market. I just ran the plates on a Honda Civic and Ford Escape.

The plate check for the Escape returned ano 2005. The VIN was provided and the 10th digit (it was US spec by VIN) indicated a 2003 MY. Autocheck also pulled 2003 MY. The Civic pulled 2011 ano and by that VIN it was a 2010 MY most likely registered in 2011. The 10th digit also said 2010, so did your vindecoderz.

Needless to say we should always double check the VINs of Chilean plated vehicles (obviously if they are provided and can be decoded).

A US model imported in 1996 it seems. Could be a 1994-1995 based off Baube’s comment.
