 Looks like an O 303 modernised with the front end of a Tourismo.

 Google shows that quite many Sanoses (O303 license) have this front. Will check later were they facelifted this way or are these old, rebuilt vehicles.

EDIT: this bumper is used sometimes, when they are rebuilding them in former Yugoslavia. It can be also Sanos S-315:
