I just noticed all the Florida license plates, so I'm guessing this is supposed to be in Florida, because you know the famous mountains of Florida in the background.

The only 'mountains' you'd find in Florida are buried landfills. :p Another thing to note is Florida doesn't require front license plates on cars.

And now I realize that this scene was supposed to take place in 1982 but many of the cars seen are newer than that which further shows how much a mess this scene is in terms of setting:

There's a French film called Home which was filmed on an abandoned highway segment in Bulgaria. I wonder if this is the same location.

This 'highway' is much wider and has no guardrails. It makes me think that it could be an airport runway that was converted into a fake highway for the movie.

Quote An-26 lands on what is meant to be a crowded highway in Florida. The actual filming location of this stunt was former military airbase in Kondofrey, Bulgaria (now a general aviation aerodrome). Various props were installed on runway to make it look like a road, including signs, median barrier and lanes markup.
