The 19.5 inch wheels were found on the F-450 dually rear bed configuration which debuted in 2000. 1999 the F-450 was only available as a chassis cab.

The F-450 was only available as a chassis-cab until 2008. There were some aftermarket pickup conversions on those early models, but they weren't OEM Ford.
