I believe it is pre-Tempo, it has wheels which according to DonSergioMorello were typical for 65: /vehicle.php?id=29761 and indeed in car catolgue for 1991, which I own, there is picture of 60 or 65 (described "Yugo 60/65") with these wheels and non divided windows in doors.
