I see no reason to argue with the suggestion that it is a Bentley 4 1/4 litre open sports four seater tourer by Vanden Plas

This style of coachwork was introduced in 1938, and probably only three were constructed, it is possible that this car could be on a 1939 chassis.

Excellent cars though Packard were, how one could confuse a Derby Bentley with one seems a bit surprising. Number plates are fallible, unless backed up by confirmation from another source.
