No idea if a genuine police car (Chief Constable's car??), but it might have been a special import through Ford Cork with a token re-fettling to qualify as Irish-build for tax/tariff reasons. If RHD, maybe CDN build, although no idea if UK Commonwealth tariffs or parallel arrangements would have applied.
