 Could be a ca 1914 Rudge Whitworth V twin TT, but I am not a bike specialist so I leave it to bikers.

 It is very similar to this one - tank shape etc but the gear lever is in a different place. It could well be a post WW1 model. http://www.motorbike-search-engine.co.uk/classic_bikes/Rudge_twin.jpg
