Remember some Ford Crown Vics were ordered with chrome grilles on the police interceptor models (which all came with the honeycomb). Do not confuse my last sentence with the SAP models. They were different and always sported a chrome grille (because they were supposed to resemble civilian models). That is just a guess. Or maybe the paint people screwed up the paint scheme and thought it should be black like the 1991 models. All just speculation at this point.
