It's the interesting how the headlights are blacked-out (how do they still work?), I suppose it makes them look cool. Also notice the licence plate, doesn't look like a normal registration with all those 4's.

They are called headlight covers (there are also tail light covers too) and are supposed to protect the headlamps from damage,
and are removable. They are a aftermarket accessory, not a factory Ford option. The Lund brand seems to be the most popular:

They are okay, but I personally don’t really like them (along with underbody lights, oversized spoilers
and big chrome wheels, etc.)

Oh I see, I thought they were tinted headlights. The disadvantage I see with them is that when it starts to get dark, you'd have to stop to take them off. I wonder if they got this truck from a local dealership in Omaha (in the film it is said that Paul Metzler (Chris Klein) got it for his 16th birthday, so it's supposed to be new).

It could be new (1998 model) as there are no cosmetic difference between the 1997 and 1998 models. Its not a 1999 though as they got a new front end.

This truck is a perfect late 1990s high school dream truck. Every guy I went to school with drove pickups with all kinds of bolt-on accessories like Lund airshields and smoked headlight/taillight covers, and stereo systems that could shatter windows.

Granted, most of them were 20 year old Chevrolet S-10s that belched blue smoke, but hey, they had custom tonneau covers and brand-new sawblade rims. :D

The main difference between '97 and '98 is the location of the tailpipe. '97 is in front of right rear tire. '98 is behind right rear tire.

They are tinted. This was a big thing back in the 1990s, luckily, it went away rather quickly in the early 2000s. Tinted taillights are still a pretty big thing among the various car communities though.

They are illegal. That is why they went away.
