This is Zhejiang - their buses had this funny hood above the windshield, and distinctive roof rack (both probably for optional installation of the gas bag). I know only one picture - articulated ZJ 667: But here --> http://paper.taizhou.com.cn/tzrb/html/2009-10/01/content_229857.htm - are mentioned also short versions of this bus, called ZJ 641 and ZJ 642. Film is from 1984, then I think we can assume, that more possible is ZJ 642...
