found article about it in china , no mention about a local designation or local build variant , just that it lead to development of the Type 60 the first chinese artilery tractor and that looks clearly different

Quote With the implementation of the military rank system in our army, the Soviet-style equipment that was replaced in 1955 was almost synchronized with the Soviet army. The model in the picture above is an "AT-C type" medium-sized tracked vehicle. It was finalized and installed by the Soviet Army in 1952. In 1954, it became the standard towed vehicle of the People's Liberation Army Artillery and was officially unveiled in the 1956 National Day military parade. Subsequently, the "AT-C type" medium-sized tracked vehicle became the standard equipment of our army's surface-to-air missile force, used to tow the "C-75" surface-to-air missile system, 75kW power supply vehicle, and can carry 3 tons of ammunition baggage.

The "AT-C" medium-sized crawler traction vehicle was installed in the Soviet Red Army in the early 1950s. It has a dead weight of 12 tons, a maximum load of 3 tons, and can tow artillery or tracked equipment with a dead weight of 16 tons. Its use and tactics are mainly used to tow medium-caliber and large-caliber artillery, such as 152mm howitzers and 100mm anti-aircraft guns. Variant vehicles modified using the chassis of this vehicle include the "BM-24T 240 mm caliber 12-barreled multiple rocket launcher" and so on.

The picture above is a side view of the "AT-C type" medium-sized crawler tractor vehicle. It is clearly visible that the V-12-cylinder diesel supercharged engine is arranged longitudinally in the cockpit, and the power is output to the rear reducer through the transmission shaft. This power-transmission layout belongs to the "front power, rear wheel drive" model of tanks during World War II. The technical characteristics of the forward protruding power cabin, double flat-head cockpit, small rim road wheels, and balance shaft semi-independent suspension determine that the "AT-C style" medium-sized crawler traction vehicle belongs to the period after World War II to the 1960s (U.S. and Europe) It was transitional equipment before the second development spurt of Soviet armored technical weapons). Two years after it was equipped with the Soviet Army, it began to be exported to China and many Eastern European socialist republics. It was then retired from the Soviet Army and replaced by the "AT-C59" medium-sized tracked tractor vehicle.

and another article

Quote Picture: China imported the ATS-712 tracked artillery tractor from the Soviet Union, but the quantity was obviously insufficient.

after all the research I think it's just the soviet AT-S with a local hood modification

so for naming
/vehicle_1346734-Kurganmashzavod-AT-S.html

all the sources found claim Type 60 is the first chinese developed and build artillery tractor replacing the AT-S
