Astro conversion vans aren't terribly uncommon, but it is unusual to see a raised roof but with the side windows left stock - they almost always install an enlarged third side window. Possibly a Splendor, but the striping doesn't match. EDIT: Maybe some variation of Tiara, possibly the Royal Star model.
