The registration record suggests that it was in the United States then returned to the UK in 2010, only to go back to the USA some time between 2013 and 2017, when it was photographed in California.

1937 Rolls-Royce Phantom III Airline Limousine by H.J. Mulliner, chassis 3AX79, ordered in late 1936 by Alan Samuel Butler, chairman of De Havilland Aircraft. In 1940 was loaned to the War Dept, and "had a list of distinguished passengers that would be hard to match, including King George VI, Winston Churchill, Eisenhower, and the Prime Ministers of Canada, Australia and New Zealand." Then in 1946 War Office bought it - the owner didn't want it back as it had done 300,000 miles - and assigned it to Field Marshal Viscount Montgomery of Alamein. Full history here.
