Most likely, but long distance seats + no panoramic windows in roof is strange mixture. Jelcz 038 was similar combination, but I bet it didn't have place for rear display board, also its export to BG is not confirmed. They had Jelczes 043, from time to time 043s had such seats, but no rear display board (maybe in BG version it was different). Anyway, no matter who did the body, it was based on Skoda 706 RTO chassis. Maybe there are panormaic windows, but simply aren't well visible on this pic...
