It's an Isuzu, and it's complicated. I've first found information about the body. It's a FHI HD-II, but in a special version for ToTo Kanko. https://www.kankobus-page.jp/8d-special.htm "The "Silhouette Super" was designed and introduced by the Toto Kanko Bus in 1988. A special specification based on Fuji Heavy Industries HD-II, which uses a transparent polycarbonate resin manufactured by Teijin Chemicals for the ceiling. (...) A total of 129 units were introduced by 1997." The link above shows a P-LV719R chassis code, from which I've found the Super Cruiser name.
