I would've said Ebro (or maybe even Fordson/Thames?), but the shape of the windscreen looks a bit funny, coupled with a slightly different grille and hood louvres? |

Ah, that's why I couldn't find an Ebro that looked like this. There's one example on display in Spain with a spanish registration plate and it seems to be badged as a Dodge: http://platesmania.com/es/foto7571734 |

Isn’t that a Tenerife registration plate? Perhaps the vehicles were badged as Fargo in the Spanish mainland only or perhaps the Tenerife agent preferred to deal with Kew direct. |
