 looks suspiciously as a conversion of a VW Kübelwagen Typ 82

 The more I look at it, the more I tend to agree with that. The ribs are pretty much identical to Typ 82. I've looked through many, many pictures of lesser known Eastern Bloc vehicles from that era, but nothing comes even close.
