 From what little I can find about 2CV vans in Yugoslavia, they were indeed built locally by Tomos, and only the heavier AK 350, for which the higher roof would fit. Called 3CV AK Kamionet:

This one is 1971+ by the larger ribs, which the heavier one had from the beginning, the lighter one only got them for 1972.
