Tough one but I can't see definitive evidence to overturn the call. Could be a '47, though.

What was the first year for the (optional?) upswept bumper ends? Searching for them on Google mostly seems to turn up 48s, but no 47s.

Front bumper wing guards were standard on Commanders in 1947 and optional on Champions. In 1948, they were optional on both series. (In '49 of course, they were rendered unnecessary by the new wrap-around bumpers.)
I have no data on rear guards. My guess is they were not standard either year.
