You should save to JPEG after having removed lines and resized, else you lose quality.
You do not have to "resize back to the size it was", since it does not have borders anymore it is normal that the picture size is different !

To check the ratio!

You can do this:
if your picture is 720x640 you do 720/640 = 1.125.
I can tell now that's a wrong ratio because there only are:
-1.25
-1.33
-1.66
-1.77
-1.85
-2.35
You have to check the ratio on the DVD-cover.
4/3 = 1.25
5/4 = 1.33
16/9 = 1,77 etc.

 1.25 and 1.77 being very rare (once black borders are removed, as 1.77 is usually the format that includes the borders for 16:9 TV), and 1.66 is mostly used by recent series.
