Rear round wheel arches look odd. Maybe customized? The one on the right in the thumbnail looks like TART as well, but it´s got slightly different (wider cutout) rear wheel arches again.

 Almost for sure it's TART - second van hadn't such round wheel arch. But we have these vans as TART and TARK, and I'm not entirely sure which one is proper name...

 It seems they were renamed to TARK (Tartu Autode Remondi Katsetehas) from January 28, 1967 (but I´m not sure how reliable is the source). The design of these models look older than 1967, imo.

Previously it was called TART (Tartu Autode Remondi Tehas) according to the forum post.

But then again, according to other posts on that forum, it seems the name changed several times :

1. ART - Auto Remondi Tokooda ( 1949 - 1954 )
2. TART - Tartu Autode Remondi Tehas ( 1954 - 06.1955 )
3. TART No. 3 - Tartu Autode Remondi Tehas No. 3 ( 06.1955 - 28.01.1967 )
4. TARK - Tartu Autode Remondi Katsetehas ( 28.01.1967 - 1992 )
5. RAS "Tartu Autoremondi Tehas" ( 1992 - 1997 )

So, perhaps it´s TART No. 3 ??

"Suuremad tootjad olid Eestis Tartu Autode Remondi Tehas (1949 kuni 1988 toodetud 14.474 sõidukit, enamus nendest tarbesõidukid rahvamajanduse erinevatesse sfääridesse, aga ka 2 võidusõiduautot), Tallinna Autode Remondi Katsetehas TARK (1957 kuni 1999 toodeto 1332 Estonia võidusõiduautot, erinevaid tööautosid tootsid veel ETKVL Auto (35), ATMM erikonstrueerimisbüroo ning mitmed teised, aga juba väiksemad tegijad. Kõik need tehased on oma tootmise tänaseks lõpetanud, kõige kauem pidas vastu võidusõiduautode tehas, kust viimane mudel (Estonia 26/9) tuli välja veel aastal 1999."

("The largest manufacturers in Estonia were Tartu Autode Remondi Tehas (14,474 vehicles produced in 1949 to 1988, most of them commercial vehicles in various spheres of the national economy, but also 2 racing cars), Tallinna Autode Remondi Katsetehas TARK (1957 to 1999 produced 1332 Estonian racing cars, various work cars 35), the ATMM Special Design Bureau and a number of other but already smaller manufacturers, all of which have now ceased production, the longest lasting being the racing car plant, from which the last model (Estonia 26/9) came out in 1999.
