I'm sorry for my last comment, Fiat seems more tricky than I first thought. The last link showed a NSU-Fiat 500 C "Belvedere", which is a German Fiat. However, there's another possibility; the 1952 - 55 Steyr-Fiat 500 C http://www.zuckerfabrik24.de/fiat/pics2/500cg_sf_b3.jpg , from http://www.zuckerfabrik24.de/fiat/fiat500B_C.htm#lizenz , which aparently continued the production of the flat panel body sides originally developed by NSU-Fiat.
