 I would say that this is a modified 1938 Ford Coupe.

 It can be either a 1938 Ford V8 model 81 A DeLuxe 5 window coupe , or a 1939 Ford V8 Standard model 91 A 5 window coupe , hard to tell with racing modifications and blurred picture
