Looks most like a Clenet, although it doesn't have the "bustle back" that I see on every other Clenet. |

I've found it: It's a Sparks d'Elegance. An upstart neoclassic company founded by Ron Sparks, who formerly worked for Clenet. About 90 of these were built between 1979 and 1985. |
