It is a Fordson E83W 10cwt van, converted a bit. Fordson was a name used by Ford for its tractors, and some commercial vehicles. The name was changed in the early 50s to Thames. Finally, in the 60s, somebody at Ford U.K. saw sense, and a decision was made to call everything Ford. This van was half ton (English) capacity, and used the mechanics from the contemporary Ford Prefect, 1172cc flathead 4, three speed gearbox and a special offset back axle to match the offset driveline. Introduced 1938, discontinued in 1956/7. Top speed 35mph, intended for local deliveries, but they were fairly rugged, very simple, and, above all, cheap. However it was a purpose built van, not a car based conversion like its smaller 5cwt brother.
