None of these are police-package cars. If you notice, they have the wheels/center caps that came with police-package 1979-1989 Ford LTD's/LTD Crown Victoria's.

When Jack opens the trunk to retrieve his HK MP5 tactical assault weapon when the camera circles around and the badge on the trunk...very briefly seen...reads Crown Victoria LX. I remember that from when I saw this film at age 6. I would look in car brochures at the LX and say "Where's the red light? and the police wheels?"

It was a joke. If you want a real answer, a car can't jump that high. It was done for dramatic purposes and because someone thought it would look "cool," plain and simple.

I agree, and I also think the "car jump" was used to help get the point across to the audience that officer Traven was an aggressive risk taker.

Interestingly enough the steepest hill in California is in LA. In the whole US it's in Pennsylvania.
