I think they are painted. Usually black bumpers stand out more being more dark grey-ish  |

Rewatching this on pc I believe you're right indeed. Yes, the fading bumpers were an issue for Ford of that time, in particular for the Ka. They managed to fix the issue by using a chemical stabilizer in around 1998-99, later cars are indeed much less faded |
