 Tempo Matador - low headlights are 1952+, but divided windshield is an earlier feature... perhaps an obscure interim version? Found one labeled 1951 just like it, but they're very scarce it seems.

 They're so scarce that both of them are the same vehicle in different states of preservation. ;)
