 May 1961, Surrey Registration so that makes it a 15/60.

No trace of 417 UPF, and it's got a 16/60 bumper - over-riders further out than 15/60. I think it's this one - provisionally dated 68-ish - seen in a few recent things with dud plates. As this series is "1963", it probably got another here ....
