Maybe the body of a ZiS-101 mounted on a shorter utility chassis, like a GAZ M1 or M415? With improvised front sheetmetal. The ZiS body was licensed from Budd in the US who designed similar bodies for Nash, Hupmobile and others around 1936/37.
