This is a jab at the incident involving Cuban refugees who attempted a cross-oceanic voyage to Key West, Fla. using a 1951 Chevrolet pick-up truck sitting on steel drums for pontoons. The U.S. Coast Guard declared the craft a navigational hazard, and shot it full of holes to sink it before returning the refugees to Cuba. Later, three of the people from the floating Chevy tried again using a 1959 Buick hardtop sedan. The Buick was seaworthy after numerous waterproofing measures were taken, including welding shut the doors, but it's fate was almost the same as that of the Chevy.
