because to tow is a marine term in french. We don't really have a word for this kind of small vehicle in French. I think it's a vocabulary problem: in absolute terms, it's a tractor - it tows something - and not a tug. In French, a tug (remorqueur) refers to those small, powerful boats that help big ships in harbours or carry out sea rescues. Tugs are not used for vehicles on the road, in which case they are called "tow trucks". Likewise, if he classifies it as a "tractor", it's confusing, because here tractor refers mainly to a farm machine or the motorized cab of a truck towing a trailer. To understand: you need to translate the words "tracteur" and "remorqueur" and understand what they mean in French :)

I see that you apparently use the same verb in German to describe the same action: "schleppen". In french, the difference between pulling and towing comes from the object itself: the cab pulls the truck's trailer, but the trailer is towed by the cab...it depends on the object we're talking about.

it's not easy to explain but don't worry, even I get lost sometimes :D

you confuse the generic term "tug" with the company TUG which was founded in 1973 and produces tugs...
